The Former President's Woke Warning Overlooks The Continent's True Danger: Technological Decline.

The recent US security policy document offers a flawed assessment of the European Union. The document asserts that unrestrained immigration and so-called "woke" agendas represent an grave threat to the continent's identity. Yet, this argument is based on a fundamental misreading of the reality. The true challenge facing Europe is not societal but economic and technological lag.

A Glaring Growth Divide Between the US and Europe

The data paint a stark contrast. From 2008 and 2023, US GDP surged by 87%, while a mere thirteen and a half percent increase for the EU. During this time, European income per person dropped from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now boasts a greater average income than several leading EU nations like France and Italy.

Today, roughly 50% of the global top fifty tech companies are US-based, while only four are European.

The Innovation Shortfall: A Critical Question

This widening economic gap is driven by stronger efficiency gains in the United States, largely due to technological innovation and better use of resources. The landscape of global tech dominance is overwhelmingly American. In the last fifty years, 241 US firms have scaled into companies valued at more than $10bn, compared with only fourteen in Europe.

This gap raises a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely agree it is largely a contest between two between the US and China, with European nations entering at a significant handicap.

Underlying Factors of Europe's Innovation Gap

A number of key reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and agile network for financing new ventures. Europe has yet to establish a genuine capital markets union, which limits the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can introduce a service under a single regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population, is split among twenty-seven separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was once met with penalties, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in defense has eroded its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these challenges, there are causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to propose serious reform. Notable reports on European competitiveness and the single market point to the necessity of major reforms.

With the right incentives and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent retains significant strengths: skilled human capital, excellent schools and universities, and premier research institutions. Alongside a large internal market and substantial household savings, these foundations could unleash a surge of venture creation.

Importantly, even if Europe does not become the leader in developing cutting-edge technologies, it can still significantly increase productivity by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. However, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in world influence.
